DOT operates in over 25 countries, building youth-driven communities equipped with tools, knowledge, and networks to drive transformation and participate in an inclusive digital economy.

In an upcoming youth-focused project, DOT will provide funding to 100 local organizations across Africa to implement innovative initiatives that promote youth agency, well-being, and economic empowerment. This funding will be complemented by a virtual learning and capacity-building program.

About the Monitoring & Evaluation Manager Role

DOT seeks an experienced and committed Monitoring & Evaluation (M&E) Manager to lead the refinement and implementation of monitoring frameworks and tools, coordinate reporting processes, and support partner capacity strengthening.

The M&E Manager will oversee program performance tracking, data systems, impact measurement frameworks, and outcome evaluations while collaborating closely with program, technology, and learning teams.

Key Responsibilities

Monitoring & Evaluation Leadership

  • Refine the Project Theory of Change and implement the associated Impact Measurement framework.

  • Lead development of monitoring and evaluation strategies for new initiatives.

  • Oversee monthly and quarterly reporting activities and ensure template accuracy.

  • Coordinate quarterly narrative progress reports and manage feedback responses.

  • Oversee the daily work of the M&E Officer.

Data Management & Analysis

  • Analyze quantitative and qualitative data, including the use of AI tools.

  • Produce summary reports with strong emphasis on data visualization.

  • Oversee data cleaning, validation, and preparation from project technology platforms.

  • Ensure accurate, complete, and up-to-date data within M&E systems.

  • Conduct outcome data analysis and prepare performance report narratives.

Technical Support & Capacity Strengthening

  • Provide technical guidance to Program Officers and Innovation Partners.

  • Design and deliver capacity-strengthening activities (e.g., virtual workshops).

  • Monitor effectiveness of capacity-building initiatives and adjust strategies as needed.

  • Develop data collection tools (surveys, interview guides, FGD guides).

  • Oversee deployment of outcome survey data collection.

Learning & Systems Strengthening

  • Conduct program reviews to assess effectiveness and recommend improvements.

  • Document lessons learned and best practices.

  • Collaborate with the Learning & Innovation Team to strengthen learning approaches.

  • Work with the technology team to enhance real-time data reporting systems.

Qualifications & Experience

  • Bachelor’s degree in social sciences, international development, statistics, measurement/evaluation, or related field.

  • 5–8 years of experience in monitoring and evaluation, preferably in youth or international development programs.

  • Strong quantitative and statistical analysis skills.

  • Experience developing and managing impact measurement frameworks and Theories of Change.

  • Proficiency in M&E tools such as SurveyCTO and Kobo Collect.

  • Experience conducting qualitative and quantitative data collection.

  • Skilled in data management, data quality assurance, and confidential data storage.

  • Strong analytical, critical thinking, and collaborative skills.
