Looking for a MEL Officer Kenya role? Counterpart International is hiring a Monitoring, Evaluation and Learning Officer to support data systems, analysis, and reporting for an agriculture development project.

Summary:

Counterpart International is currently seeking a Monitoring Evaluation and Learning (MEL) Officer to support the USDA Food for Progress Kenya Livestock Innovation and Feed Transformation (LIFT) project. The overall objective of the project is to expand trade and increase agricultural productivity through improving the quality and availability of livestock feed. The MEL Officer will play a key role in ensuring timely data collection, proper data management, and data quality assurance. The MEL Officer’s responsibilities will encompass data systems management, analysis, reporting and capacity building for project staff and partners. The position reports to the MEL Manager and is open only to Kenyan nationals 

DUTIES AND RESPONSIBILITIES:  

  • Support the MEL Manager to design the project’s data management system, ensuring alignment with the project’s MEL framework and USDA reporting requirements.
  • Oversee the day-to-day management of project datasets and databases, ensuring data integrity, security, and accessibility for relevant staff and stakeholders.
  • Conduct regular data quality assurance and data cleaning protocols to verify the accuracy, reliability, and consistency of all project data.
  • Design, program, and test digital data collection tools (using platforms such as ODK, KoboCollect, or SurveyCTO).
  • Develop training materials and facilitate capacity-building sessions for project staff, partners, and enumerators on MEL protocols, database usage, and digital data collection tools.
  • In collaboration with the MEL Manager, design a system to collect market data and monitor trends in livestock feed ingredients, including prices and trade dynamic.
  • Tabulate output indicators monthly for review by the MEL Manager to inform project leadership on project performance.
  • Support the MEL Manager in the design of annual data collection tools and annual surveys to track the program’s outcome level impact.
  • In collaboration with the MEL Manager, prepare the project’s annual indicator report to USDA, providing insights and analysis as well as deviation narratives for review by project leadership.
  • Ensure annual impact is timely recorded on the project’s DevResults platform.
  • Support in the collection of data for special studies and ad hoc analyses to inform project implementation.
  • Analyse market data to identify trends and opportunities, producing analytical reports to inform project adaptation and strategy.
  • Contribute to a culture of learning by visualizing data and presenting findings during project review meetings.
  • Support the project in communicating results through contributing to and drafting Success Stories.
  • Support the operationalization of the MEL Plan, ensuring performance indicators are tracked timely, accurately and consistently.

REQUIRED QUALIFICATIONS:

·         Bachelor’s degree in Statistics, Economics, Information Management, Computer Science, or a related field.

·         Minimum of 5 years of progressive experience in Monitoring and Evaluation for agricultural development projects.

·         Extensive experience in database management and the development of quantitative and qualitative digital data collection tools (KoboToolbox, ODK, CommCare, or similar).

·         Proven experience in data cleaning, analysis, and visualization (using software such as SPSS, Stata, R, Excel, or PowerBI/Tableau).

·         Experience conducting quantitative and qualitative data quality assessments.

·         Proficiency in Geographic Information Systems (GIS) for data collection or mapping.

·         Demonstrated experience in training and building the capacity of staff and partners on MEL systems.

·         Strong analytical skills with the ability to interpret complex datasets and identify trends.

·         Excellent interpersonal and communication skills, with the ability to work effectively in teams.

PREFERRED QUALIFICATIONS

·         Proven experience with US government (USDA or USAID) MEL framework(s) and standard indicators.

·         Prior experience working on a livestock project.

·         Professional certification in Monitoring and Evaluation or Project Management.
