Organizational Context and Scope
Launched in August 2021 with funding from the Foreign, Commonwealth and Development Office (FCDO), the Better Regional Migration Management (BRMM) Programme is IOM’s flagship labour migration programme in the East and Horn of Africa (EHOA).
The programme supports efforts to strengthen labour migration governance, promote fair and ethical recruitment, enhance the protection of migrant workers and their families, and expand access to safe, orderly and regular labour migration pathways.
Building on earlier phases, the current BRMM FY26–27 framework focuses on operationalising skills-to-employment, skills mobility and ethical recruitment systems for safe labour migration in the EHOA.
The programme will be implemented in four priority countries—Ethiopia, Kenya, Somalia and Uganda—while continuing to support regional cooperation through the Regional Ministerial Forum on Migration (RMFM), Regional Economic Communities and relevant national institutions.
Under the overall supervision of the EHOA Regional Director and direct supervision of the Regional Program Management Officer, Labour Mobility and Human Development, the Programme Officer (Monitoring and Evaluation (M&E)) will be responsible for the implementation of the M&E aspects of the BRMM program in line with the expectations of the donors.
