Project Administrator-Kenya

Project Administrator at VSO is an exciting opportunity for community development and project implementation professionals looking to support an integrated FCDO-funded programme in Turkana and Kilifi counties. Voluntary Service Overseas (VSO) is seeking a Project Administrator to support implementation, monitoring, reporting, civil society strengthening, community engagement, social accountability, sustainable livelihoods, and SRHR-focused interventions while working closely with grassroots groups, local partners, and community networks.

Job/Role Purpose

To support the implementation, monitoring and reporting of an integrated FCDO-funded project in Turkana and Kilifi that strengthens social accountability, sustainable livelihoods, and SRHR while building the capacity of civil society groups and community networks to advocate for equitable access to public services, promote accountability and lead sustainable, community-driven development initiatives.

Task and Responsibilities

• Provide technical support to civil society groups (youth networks, women’s collectives, disability associations, and grassroots groups) to strengthen locally led development and rights-based programming.

• Sequence and prioritise implementation of project activities at county level, ensuring alignment with approved workplans and timelines, budgets, and documentation requirements.

• Provide logistical support for workshops, stakeholder forums, and partnerships according to organisational standards.

• Facilitate community mobilization and structured engagement between duty bearers and service users to address service delivery challenges.

• Strengthen civil society capacity through training, coaching, accompaniment, and support for sustainable resource mobilization strategies.

• Mainstream climate adaptation, SRHR, livelihoods, gender equality, and disability inclusion across project interventions.

• Support participatory planning, citizen-led monitoring, adaptive management, and community-driven advocacy processes.

• Promote accountability systems that empower marginalized groups to claim rights and participate in decision-making at local and national levels.

Monitoring, Evaluation and Learning (MEL)

• Support data collection and reporting in accordance with FCDO and organizational MEL & MILE frameworks.

• Support documentation of case studies, success stories, and lessons learned from the project. Participate in field visits, reviews, and learning events.

Reporting and Compliance

• Contribute to the preparation of quality donor and internal reports on a timely basis.

• Meet compliance standards from FCDO safeguarding, accountability, and risk management.

• Monitor budgets for field activities in line with organizational procedures.

• Facilitate Finance and administrative duties for respective locations, timely reimbursement and liquidations.

Collaboration responsibilities

• Respond to and resolve queries from implementing partners, CSOs, and relevant government departments; raise any issue affecting project delivery.

• Work in partnership with civil society organizations at both local and national levels to advocate for and shape government policies and ensure that local partners and local CSOs decrease reliance and can sustain activities beyond the end of the project.

• Work with the VSO downstream partners and Civil Society Organizations to implement the duty of care plan for all National and Community volunteers involved in the project.

• Work with Raise any issue to the Project Implementation Lead that may affect VSO’s engagement in the Refugees’ affairs as well as our ongoing partnerships with key aid agencies.

Competencies Required

Essential

• Project management, development studies, environmental science, public health, social sciences, or a related field. Additional knowledge in project management, Sexual and Reproductive Health and Rights (SRHR), climate resilience livelihoods, or social accountability.

Knowledge/Qualifications/Experience

• Experience in similar project implementation role, preferably with FCDO or other major donor-funded projects.

• Proven experience working on livelihoods, social accountability, Civil society strengthening as well as SRHR.

• Experience working in ASAL (Arid and Semi-Arid Lands) regions such as Turkana and Kilifi.

Skills /Abilities

• Strong community engagement and participatory facilitation skills.

• Excellent planning, coordination, and organizational abilities.

• Competency in monitoring tools and data collection.

• Strong report writing, interpersonal, communication and training skills.

• Commitment to gender equality, youth inclusion, and safeguarding.

Desirable

• Practical experience within a volunteering INGO context and managing a volunteer programme. Experience of working in a global organization with matrix or multiple reporting lines.
