Senior Policy Officer– Health Tax Unit

Tax Justice Network Africa is hiring a Senior Policy Officer – Health Tax Unit to support regional advocacy and policy work across Africa. This role is ideal for experienced professionals in policy analysis, research, and advocacy who are passionate about advancing fair tax systems, strengthening domestic resource mobilisation, and influencing public health policy across the continent.

Tax Justice Network Africa (TJNA) is a pan-African organisation that advocates for pro-poor taxation systems and the strengthening of tax regimes to promote domestic resource mobilisation. TJNA works to challenge harmful tax policies and practices that favour the wealthy and perpetuate inequality, enabling citizens and institutions to push for fair tax systems.

About the Role

The Senior Policy Officer will play a key role in supporting the implementation of the Tobacco Tax Advocacy in Africa (TTAA) project, the Health Tax in Africa Project, and other initiatives under the Health Tax Unit (HTU).

The role involves working closely with internal teams, sub-grantees, and partners to ensure effective project delivery, reporting, and alignment with organisational objectives, while contributing to research, advocacy, and policy development.

Key Responsibilities

• Provide strategic oversight and technical support to projects under the Health Tax Pillar
• Coordinate and support national sub-grantees, regional partners, and stakeholders
• Draft and review policy briefs, research papers, and advocacy materials
• Maintain knowledge resources on tobacco control and global health tax trends
• Support development of concept notes, proposals, budgets, and reports
• Lead donor engagement and stakeholder coordination
• Monitor and evaluate project performance and outcomes
• Support partnership visits, conferences, and international engagements
• Collaborate across teams to integrate policy work into broader programmes
• Contribute to fundraising and visibility of the Health Tax Unit

Qualifications and Skills

• Master’s/Postgraduate Degree in Tax, Economics, Law, Development Studies, Public Policy, Public Health, or related field
• At least 5 years’ experience in policy analysis, research, or advocacy
• Strong experience in grant management and project monitoring & evaluation
• Knowledge of tax justice and domestic resource mobilisation in Africa
• Strong analytical and report-writing skills
• Proficiency in STATA, SAS, PYTHON or similar tools
• Excellent communication and interpersonal skills

Required Experience

• Minimum 5 years working in civil society, think tanks, or public policy
• Experience working with NGO networks and coalitions in Africa
• Proven ability to lead partnerships and advocacy initiatives
• Strong organisational skills and ability to manage multiple priorities
• Experience in regional and national-level research and advocacy

Additional Requirements

• Strong written and spoken English (French is an added advantage)
• Proficiency in Microsoft Office 365
• Ability to work independently and within teams
